The Institute was established by the Accounts Chamber of the Russian Federation in 2002.
The Institute has the following objectives:
- to conduct fundamental and applied scientific research on the key areas of social and economic development of the Russian Federation;
- to develop and implement best practices and technologies of control and audit, and expert and analytical activities of external financial control institutions, to standardize the above mentioned activities;
- to develop an information resources system;
- to provide advanced professional training for employees of the Accounts Chamber, control and audit bodies of the Russian Federation.
The Institute is listed among the scientific institutions under the scientific methodological supervision of the Russian Academy of Sciences (Department of Social Sciences).
In 2005 the Council of CIS Heads of Government adopted a decision to grant the Federal Scientific Research Institute of System Analysis of the Accounts Chamber of the Russian Federation the status of the base research organization in the field of national and international financial control for the CIS member states.
